Before we share an item or let a user enter, the first thing we look at is the
type. While you cannot prevent users from entering items of the
web type, we default to additional restrictions if you use the
web type, if your item is public and you want as many users from all over the internet to share into the experience. On the "Restrictions" tab in your "Project", set the desired privacy level.

It is not possible to further restrict privacy of
web type items, as such items can be created by anybody. If you are developing a private chat or video application for your own users who are signed into a restricted area of your website, use
private items instead.
You will not be charged because you create an item, but rather because your own users enter the item from your website or app. Allowing others to join increases the fun for your users and boosts exposure to your website and app, but not your invoice.
